Jean-Claude Burgelman is the Head of the ICT Unit at IPTS, which he joined at the end of 1999, originally as a Visiting Scientist. Previously, he was full Professor of Communications Technology Policy at the Free University of Brussels (VUB). From 1990 - 2000, he also directed the Media, Information and Telecommunications Research Centre at the VUB, which carried out more than 30 national, European and International projects on the socio-economic impact of ICTs, technology assessment and ICT policy. He has held Guest Professorships at several universities including the University of Antwerp, UNISA - South Africa, and the College of Europe. He sits on the editorial boards of several academic journals and has published widely on the subject of the socio-economic impact of ICT. He has a BA and a PhD in Social Sciences and an MA in Technology Policy from the Free University of Brussels (VUB).


Bernard Clements is Adviser of the ICT Unit of the IPTS, which is currently working on prospective studies of Information Society technologies through supply- and demand-side trend analysis, in support of both research and regulatory policies. Prior to transferring to IPTS in 1999, Mr. Clements spent six years with the European Commission's DGXIII in Brussels. There he worked initially on EU telecommunications market liberalisation, and later on the regulatory consequences of telecommunications and audio-visual sector convergence, co-authoring the Commission's 1997 consultative Green Paper on the subject. He also supported EU assistance programmes on regulatory matters in Eastern Europe and Latin America. Before joining the European Commission, he spent 25 years working in the telecommunications sector for manufacturers, operators and corporate users in the Americas, Europe, and Asia. As a transmission systems engineer with ITT, he commissioned a number of submarine cable systems around the world and worked on rural carrier systems in Spain. While with Teleglobe Canada in the 70s, he was a member of the Board of Governors of Intelsat, and was heavily involved in work leading to the foundation of Inmarsat. He subsequently became an industry consultant, including a period of some 10 years spent with Arthur D. Little Inc., working out of Paris, Riyadh and Madrid. Bernard Clements has a degree in Electrical Engineering from Manchester University, is a Fellow of the IEE and a Chartered Engineer in the UK, and is a former member of the Order of Engineers of Québec

Ioannis Maghiros is a Principal Scientific Officer at the European Commission s DG Joint Research Centre, Institute for Prospective Technological Studies, in Seville Spain. He has been working for the European Commission since 1990 as a scientific Officer engaged in various research activities in the field of Information and Communication Technologies. He is currently leading the team focusing on prospective issues of security, privacy and identity on the Internet, having lead the team working on the development and operation over a 2 year period of the e-payment systems Observatory which finalised successfully its operation in May 2002. Prior to joining the European Commission he had been working for IBM in Greece (1988-1990). He has studied Physics in the University of Patras, Greece and holds an MSc. in Computer Science from Birmingham University, UK.

Marc Bogdanowicz has a Post Graduate Diploma in Training and Group Dynamics and in Organisational Science and has a BA in Education Sciences. Before joining IPTS in April 2000, he has been a senior Researcher in two successive university departments with continuous participation in European activities, networks and observatories. 1993-2000:Senior Researcher at the Technology Assessment Unit at the "Laboratoire d'Etudes sur les Nouvelles Technologies de l'Information et de la Communication" (LENTIC) - Faculté d Economie, de Gestion et de Sciences Sociales - Université de Liège,Belgium. 1984 - 1993: Director of the consultancy and HR training organisation on behalf of the Dpt. of Social Psychology. Centre de Dynamique des Groupes et d'Analyse Institutionnelle (CDGAI)Social Psychology Department - Université de Liège - Belgium.

Marcelino Cabrera is a researcher in the Life Sciences & Information and Communication Technologies Unit at the Institute for Prospective Technological Studies (IPTS) of the Joint Research Centre, European Commission. He holds a degree in Mathematics and Computer Science and has completed doctoral courses in the department of Logic, Computation and Artificial Intelligence at the University of Seville. He also has an Advanced Studies Diploma (DEA) in the Information and Knowledge Society Programme of the Open University of Catalonia. His current are of interest is e-Health. Past work has been on the areas of Cybersecurity, Knowledge Management and Web technologies. His most recent prospective research work has been on opportunities raised by the eHealth applications for the HIV carriers.

Clara Centeno has degrees on Telecommunication Engineering and Business Administration. She has worked 13 years in electronic payments business, systems, security, technology and regulatory aspects across Europe, providing independent management advice as well as solutions to financial institutions and national and international payment service providers. Her work has mostly concentrated on new technology areas, namely debit, credit and electronic purse payment tools, smart cards, Pay-iTV, e-commerce, mobile, multi-application platforms and fraud prediction and detection. Since 2001, she is working at IPTS carrying out prospective research on ICT policy related areas, such as: internet payments in general and on security and consumer trust in particular, PKI and digital signatures, internet banking, cyber-security (including skills and training needs, the future of Identity, identity management systems, security and privacy balance), and foresight on Information Society Technologies in the enlarged EU.

Since May 2001, Yves Punie works as a researcher at the Institute for Prospective Technological Studies (IPTS) in Seville, one of joint research centres of the European Commission (www.jrc.es). In general, his projects deal with the socio-economic and technological monitoring and analysis of the future of domestic new media technologies such as Ambient Intelligence. Punie holds a Phd. in Social Sciences (Media Studies) at the Free University of Brussels (VUB). His doctoral thesis was on the use and acceptance of ICTs in everyday life, also known as domestication of ICTs (June 2000). He was interim Assistant Professor in the Sociology of Technology & Media at the VUB and senior researcher at SMIT (Studies on Media, Information and Telecommunication; www.vub.ac.be/SCOM/smit/uk-exhumcap.html). His expertise is on social studies of new technologies, especially in relation to the domestic environment and the future of media industries.

Corina is currently working as a research fellow on FISTERA European network (Foresight on Information Society Technologies in the European Research Area). Corina comes to us from the PHARE TEMPUS Project Office in Romania where she worked for the management of PHARE TEMPUS Joint European Projects in Romania. She has degrees in Electronics and Telecommunications and in Scientific Research, and has spent some years in Scientific Research in Information and Communication Technologies and also as an Associate Lecturer in AISTEDA University and in the Polytechnic University of Bucharest. She has also participated as expert evaluator for European Commission (in INCO-COPERNICUS, TELEMATICS and PHARE EUROPA Programmes, among others). Her expertise is on Information and Communication Technologies. She has published a book on "Structured Query Languages" and numerous articles in specialised journals.

He has worked on microelectronics and nanotechnology for most of his career, having joined the Commission in 1993. He was initially in DG XII (now DG RTD) and then DG III (ENTR) when the Esprit Programme was based there, moving to the Future and Emerging Technologies (FET) Unit in DG INFSO in 1999. He transferred to Gérard Comyn's Strategy Unit in the same DG at the end of 2002. In the ICT Unit he will be working on FISTERA and other areas of the FISTE Action, as well as lending his considerable expertise in nanotechnology to relevant projects. He graduated in Physics from the Technical University of Aachen, followed by a PhD at both Aachen and the University of Modena in Italy. He also holds a Masters degree in Technology Management from Solvay/ULB in Brussels.

 

Sabine Delaitre is a Computer Scientist with a Doctorate (since December 2000) in the areas of Artificial Intelligence, Knowledge Management and Risk Management from the Ecole des Mines de Paris and in collaboration with the French Research organisation INRIA at Sophia Antipolis. During the period 2001-2004, she worked on a number of EU-funded projects in areas of computer network security, Knowledge Management for eGovernment, eBusiness and eLearning domains. In July 2004, she joined the ICT unit, IPTS, European Commission¿s DG JRC. She is currently working on projects related to Cybersecurity activities (Future of Identity, Privacy, Security, Threat and Ambient Intelligence Space) and on FIDIS: Network of Excellence for the Future of IDentity in the Information Society.

Martin Ulbrich has joined the European Commission in 1995 after working in the private sector and in the European Parliament. In the Commission he has been dealing with industrial policy, transport policy and the information society before joining the IPTS in 2004. His current main topics are biometric identification system, ICT and productivity, and the impact of ICT on social and economic structures.

Elena Navajas Cawood from Spain/England, started working at IPTS on 16/03/2005, as Grantholder in the "Information and Communication Technologies" (ICT) unit. She is involved in FISTE (Foresight on Information Society Technologies in Europe) project. Her study will aim at identifying the most important economic, political, social and technological factors that contribute in the Andalucian region to the development of the Information Society and to collect and analyze the tools used for assessing the impacts of this development. She graduated in Telecommunication Engineering at University of Seville. She is currently undertaking PhD studies on Economics, focusing on the impact of ICT on regional development. Her latest work involved concurrent engineering and knowledge-based systems, XML, intelligent transport and technical issues such as RFID (Radio Frequency IDentification) for traceability or data network design. She was working as a consultant in different engineering companies and formerly as IT specialist at Helpdesk.

Pawel Rotter joined the ICT Unit at IPTS as a Research Fellow in September 2005, working on projects on Privacy and Identity in the Information Society, Identity Management Systems and Biometrics. He has a PhD in Computer Science (Computer Vision) from AGH - University for Science and Technology, Krakow, Poland (2004). He worked at the same University as an Assistant Professor from 2004 until he came to IPTS. His specific fields of interest are computer vision, artificial intelligence and automatic control.

Geomina Turlea joined the ICT Unit at IPTS in April 2005 as a Research Fellow working on a research training project entitled 'R&D in the ICT sector: Situation, outlook and impact on the European ICT sector'. She has a PhD ('Econometrics of short and volatile time series') from the Romanian Academy of Sciences (2003). She was previously employed by the Institute for World Economy in Bucharest, Romania and has worked with various national and international institutions and organisations in academic research projects. She has also carried out consultancy for policy makers and private agents. Her main interests are in macromodelling and applied econometrics, particularly as regards the knowledge economy and endogenous growth.

Norbert Malanowski joined the ICT Unit at IPTS in September 2005 as a Senior Visiting Scientist, working on Converging Technologies for Active Ageing. He has a Diploma in Social Sciences (1988) and a PhD in Political Science/Political Economy (1996). He worked as a consultant for different private and public organisations (1990 - 96) and has been a lecturer at the Open University in Hagen, Germany since 1991. He was a Senior Researcher at the University of Bochum, Germany from 1996 - 7, and at the Center of Technology Assessment in Stuttgart from 1998 - 99. Since 1999, he has been a Senior Consultant at the VDI Technology Center. His specific fields of competence are in the socio-economic aspects of converging technologies, nanotechnology, ICT, biotechnology, social policy, labour market policy and ageing societies. He has completed a number of projects for the EU and for several German Federal Ministries in these fields.

Annaflavia is an Industrial Economist specialing in telecommunications and electronics, and has over 20 years' experience in technology foresight, techno-economic analysis and socio-economic impact assessment, both in academia (Bologna and Newcastle) and industry. Prior to joining us she worked with TILab, the technology research arm of Telecom Italia, and was a co-founder of Telecom Italia's Future Centre. During the late 90s she headed the Policies Research Area of the organisation's Centro Studi San Salvador in Venice. She has worked on many EC-sponsored research projects over the years, as well as on projects related to the regional development aspects of telecommunications.

Lajos Nyiri joined the ICT Unit at IPTS in April 2005 as a Research Fellow, working on projects which monitor the development of the knowledge-based society in the New Member States and Candidate Countries and which have a special focus on eGovernment and eHealth. Previously, he worked for the National Committee for Technology Development (a government agency) in Budapest, Hungary. He also worked for the ZINNIA Group (a private consultancy firm for innovation and R&D policy) where his main duties consisted of S&T policy analysis, foresight, strategic planning, and the planning, evaluation and management of public funding.

Rukiye Ozcivelek joined the ICT Unit at IPTS as a National Expert in May 2005, working on the FISTE (Foresight on Information Society Technologies in Europe) project. She is in charge of the foresight activities relating to information societies, with a particular focus on eHealth. She graduated in Electrical and Electronics Engineering at the Middle East Technical University (METU), Ankara. She has an M.Sc. in Science and Technology Policy Studies and is currenly doing a PhD in Sociology at METU. Between 1990 and 1997, she worked as a telecommunications engineer in the private sector in Turkey. Since then, she has worked on policy-related research into information society development, e-commerce and information security for the Information Technologies and Electronics Research Institute (BILTEN) of the Scientific and Technical Council of Turkey (TUBITAK).
